Purpose of this meeting
The community consultation on managing bushfire risk on Raymond Island will begin in late September, guided by the Department of Environment, Land, Water and Planning (DELWP) and Parks Victoria, and is occurring due to concerns raised by residents earlier this year in response to the planned burning and slashing programs.
The process will be overseen by a community working group, which will include local community members and staff from DELWP, Parks Victoria and Gunaikurnai Land and Waters Aboriginal Corporation (GLaWAC).
The purpose of this meeting is to:
·         Clarify the purpose and parameters of the group
·         Assess the expressions of interest (EOIs) that have been received against a set of criteria
·         Develop the process for follow-up for both successful and unsuccessful applicants.

Purpose of the group overseeing the consultation process
The purpose of the group is to ensure that the consultation process put in place will effectively engage with the broader Raymond Island community. Desired outcomes are:
·         Raised awareness of local bushfire management issues
·         The community had the opportunity to have their views heard
·         The community had the opportunity to contribute into how future bushfire management will look on the island.
The group is not a forum for discussing the bushfire management issues involved; rather it is focused on developing the process and opportunities for the broader Raymond Island community to be engaged to the best possible degree in the conversation. 

Key tasks include:
·         Developing and informing communication processes to engage the community to explore bushfire management options
·         Prepare and disseminate information relating to the process with best possible reach into the community
·         Represent Raymond Island interests
·         Create a chance for all islanders to be heard and to contribute.

EOI assessment
The applicants were assessed against four criteria:
1.      Working with others – Experience working with teams
2.      Planning ability – Involvement in leadership roles
3.      Connection to Raymond Island community – Evidence of links into the local community, e.g. involvement in local groups
4.      Representation of local groups – CFA, Emergency Preparation, Gunaikurnai, Koala and Wildlife Shelter, Landcare, RICA, and the broader community.

·         A cap on the numbers of members of the group was set at 11.
·         Six applicants were successful.
·         Five places are set for agency staff.
·         Follow up to all applicants will be a letter and telephone call.
·         Feedback from the group on the fairness of the process used for determining the working group, on a scale of 1 – 5 where 1 = not fair, 2 = slightly fair, 3 = moderately fair, 4 = very fair, and 5 = extremely fair, was unanimous at 4, a very fair process was used.

General Discussion
·         Current fuel breaks will continue to be maintained however fuel reduction measures proposed for 2015 including planned burning and mulching have been placed on hold until after the consultation process is complete. 
·         In terms of managing cultural values, GLaWAC works with DELWP and Parks Victoria to assess the fire operations plan and sort any issues including the protection of registered sites listed on the database.
·         Next steps include setting the date with the members of the new group for the first meeting, which is expected to be late next week (Thursday 3 or Friday 4 September).

Raymond our intrepid traveller

Spring is upon us and Raymond, our intrepid travelling koala is out and about.

Last weekend he was spotted enjoying the Melbourne's Victoria Market.

Long time residents in the region sent an email reflecting on locations from childhood...

RAAF crash boats, Lake Wellington and the 'Heart Landing'

My long time friend and I were only talking about this location today and the shed/slipway/small jetty on the lakes edge. We were at the Sale high together in the 60's and this was one of the many locations we would ride our bikes to on the weekend. I remembered it was to the south of the base but couldn't remember the name , nor the road and the satellite map doesn't show any structure, presumably now gone. We couldn't think of the name, so this is great. We remember it had a name but couldn't recall. I remember a sort of inlet/indent in the lakes edge, the ricketty jetty and the shed/hut structure at the end of it and the long ride home in a head wind. Sadly we didn't have a camera with us, so its just fading memories.

Does anyone have any details or photographs they would like to share and shed some light on this wonderful memory?

Victoria's giant koala

Raymond Island can boast many koalas - but not the biggest koala!

The 14m high Giant Koala was completed in 1988 at Dadswells Bridge near Stawell in Western Victoria. It was created in cold cast bronze and fibreglass by internationally known sculptor Ben Van Zetten. 

Sadly, few koalas are left in the Grampians area - their population being decimated by disease and bushfires.

Exploring RI Net

I was having dinner with some RI NET readers on Saturday night and they admitted that they didn't really look at the web site except for the News page (which they check every week when the email is posted). This made me wonder whether other readers are the same.

So, this week an extended did you know that once you're on the News Page...

  1. If you click on 'Raymond Island' in the heading (orange circle above) you'll go straight to the home page where you'll find: live weather forecasts and the week's rainfall; diary headlines; emergency announcements and the link to our residents' Exchange where you can buy, swap or sell goods and services.
  2. Clicking on 'Our Island' is the way to find our beautiful photography galleries.
  3. The 'Community' page has Landcare and RICA updates, as well as some old favourites.
  4. 'Insider' is where you'll find details of our reader competitions and weekly competition and reviews.
  5. The 'Diary' has details of activities and events on Raymond Island and in Paynesville.

Finally, don't forget that you can open news items that are 'hidden' behind the main item by clicking on them in the archive column on the right site (No. 6 in the example, where RI Community Consultation is the main item).

These pages are worth exploring. I'm working on new ones over time and will soon have more about the ferry's history ready to launch. The site can always be improved and your feedback and suggestions to add new features or do things better are happily received.

RI community consultation

Calling for expressions of interest to oversee Raymond Island community consultation: managing the risk of bushfire
The Department of Environment, Land, Water, and Planning (DELWP) and Parks Victoria are consulting with the community on bushfire management in the near future.

They are keen to set up a community working group to improve the consultation process, to ensure that Raymond Islanders are heard and their views taken into consideration on this issue.

If you are interested in being part of the community working group that will oversee the consultation, please send your expression of interest to Warwick Hall via email wmh1501@gmail.com by Friday 21 August.

Please include your area of interest and the expertise that you bring which will add value to the process in your expression of interest.

The process aims to be collaborative in nature and inclusive of the broader community.

The expressions of interest will be considered, and an update on the community working group will be included in the Raymond Island weekly newsletter week beginning 31 August.


Get behind our Library

The Bairnsdale Library has been named as a finalist in two categories of a prestigious national design award and East Gippsland residents are being urged to go online and cast their vote for this local icon.
The innovative design of the building, opened in 2014, caught the eye of the Australian Timber Design Awards judges. The library is a finalist in the Commercial or Public category and also the Sustainability Category.
East Gippsland Shire Council Mayor, Cr Peter Neal, said the awards are Australasia’s most recognised stamp of excellence in timber design. “We’re very proud of the Bairnsdale Library redevelopment. It has become a meeting place or somewhere to relax and take a break, which was part of the aim of the design,” Cr Neal said. “That the environmental sustainability aspects of the building are being recognised is also pleasing. The use of timber throughout the building is striking yet creates warmth.”
The Sustainability category requires a building to make the best use of sustainable design principles that includes timber. This includes all items of the sustainable design, not just that timber has been included.
Judging for this category is conducted by Planet Ark’s Make It Wood - Do Your World Some Good campaign. “There is also a People’s Choice Award. You can view images of the Bairnsdale Library and vote for it to win this category, which I strongly urge people to do.”

The use of timber was a main design element in the Bairnsdale Library redevelopment.


It’s not cool for cats to roam

Cats may have nine lives, but they should spend all of them on their property, East Gippsland Shire Council is reminding residents. A 24-hour cat curfew has been in place across the municipality since 2003.

The Shire’s Acting Community Laws Coordinator Darren Lang said it is an offence for cats to be at large outside the premises of the owner or not securely confined to the owner’s premises at any time of the day or night.

Gippsland boating survey

I am this week launching a  survey on behalf of Gippsland Ports to gather as much information as practical from boat users and the public about boating safety, environmental impacts, infrastructure and behaviour for the Gippsland Lakes.

The survey covers a range of issues related to boating activity, quality of the experience, risks and impacts.

It is a little daunting in length, but the prize for those who get to the end is entry in a draw for a brand new PFD!

The survey closes on 28th August.

Ferry back early

The Raymond Island Ferry went back into service on Friday - several days earlier than originally planned! 
The Council’s contractors did a sensational job over the last week, through trying weather to complete the work. Their early completion was a great result.
Many thanks also to Ugly Betty's stirling crew and to the volunteer drivers and jockeys on the Community Bus.
